The Izukyu Line opened in 1961 between Ito and Izukyu-Shimoda (45.7 km). The "Resort 21" panorama train has three types of cars; the cars at both heads of the train are "Observation Cars" equipped with a theater-like seat arrangement, while the seats of the intermediate cars are facing the ocean, called "Sea Side Seats". Finally, there is the special car "Royal Box" in which the ceiling of car changes to "the starlit sky" every time the train goes through a tunnel. The "Resort 21s" are usually operated as ordinary local trains between Atami and Izukyu-Shimoda, and can be boarded without any special ticket.
